Could a person believe in reincarnation (there is no deity involved) and still call themselves an Atheist?

Yes.
Atheism only means one thing. You don't believe in a god or gods. There are atheists who believe in reincarnation, faith healing, crystal power, pyramid power, alien abductions, ghosts, homeopathy, ESP, and at least a hundred other silly beliefs that simply don't require a god.
There's a whole major religion, accounting for maybe a fourth of the world's population, that believes in reincarnation but not a god. They're all atheists.

Ah, sorry for that. I used the term in an informal (and pejorative) sense to indicate that you would still be believing in something for which no evidence has ever been observed. The more formal (and positive) meaning would be to say that I have left out some important parts of an argument in order to get my point across.

Each of us are the result of a random union of two gametes. The same applies to our parents and everyones' ancestors. Ultimately we must trace back our lineage to a common ancestral hominid. Going further back millions of years, we all came from a shrew. We can trace our ancestry all the way back to the primordial soup. Lets go all the way back to the big bang. From then on think of all the chance events that ultimately led to your existence. It was astronomically improbable but the fact you are here is a testament that it was not impossible.
Let's fast forward now to the point where our universe ceases to exist. In theory with another big bang with cosmic and ultimately biological evolution, you could theoretically exist again. This would of course be extremely improbable (say 1 divided by a number approaching infinity) but not impossible. Thus without violating the laws of physics or invoking anything supernatural, reincarnation is far less likely than randomly tossing millions of multicolored candy sprinkles on the ground all lining up exactly to form an image of the Mona Lisa. But not impossible.
Given an infinite amount of time and a large number of big bangs (say a googleplex to the power of a googleplex) in theory a universe could emerge with everything happening identically all over again. Although I hope that things are a little different and my future self will beat the tar outta that bully in the 7th grade.
Does this happen? Has this happened in previous universes? Fuck if I know. I'm sleep deprived and thinking about weird shit. But with what I've described, no spook is required.
I'm uncomfortable with putting reincarnation/'life after death' in same catagory as the other silly beliefs. The difference with the others we can perform tests to see if they are true and the evidence clearly indicates that they are not true. There is no test for reincarnation.
With human conscienceness there is still a lot of unknown answers. For instance, science still can not answer the 'Why am I me question'? Some other questions science can't answer:
1. Why don't identical twins have the same conscience?
2. Can a human conscience be trasferred to a supercomputer or another person someday?
3. Will time travel be possible someday? Are there parallel universes? How many dimensions are there?
I think science would need to know the answer to these kinds of questions before we could say with 100% certainty that reincarnation is false. So I think a rational minded person could still be an agnostic on reincarnation.
The other thing is the alien abduction stories are false because of their inconsistencies. But, one should be an 'agnostic' on the subject of intelligent life on other planets. So I'm an 'atheist' on alien abduction stories of the past, but an 'agnostic' on whether alien abduction/visitation is possible.

1. They develop differently based on experiences in life. The same appearance, even genetic code don't mean anything to two people living different lives.
2. I see no reason why it wouldn't happen.
3. There is a current theory is it /may/ be possible to create a point that could be travelled back to. It is unknown whether or not it could be something that is testable within our lifetime. The theory is you could create a point A in the present, and then in the future send information back to the point A. It involves a lot of quantum theory I'm not really understanding of, so I would be the wrong person to ask about it in detail. The best I know is that it involves information existing in two forms at one time, and apparently can ignore the laws of physics by simultaniously existing in two places at once...and apparently, somehow doesn't exist either way also.
Some of these scientists speculated the large hadron collider may be able to instigate the point that information could be sent back towards from a future point to. I haven't the foggiest idea, but it doesn't appear from what I've read to be anything close to sending a person back in time. The most I've seen mentioned is sending data.
Theism is why we can't have nice things.
I don't believe in reincarnation 'coz if God has taken away our borrowed life, we can no longer return. Only God can decide if where is the best place for us according to our faith.

Does it count, if I have seen the evidence? I mean, I've been a few times through regression therapy, and I've seen some of my past lives. One of them even was confirmed from other, independent sources. My mother had over 200 clients for the same kind of regression therapy, and with many of them she even had to go through several past lives.
A friend my parents has a daughter. When she was a toddler, she said to her mother "I was once your mommy and now you are my mommy." A skeptic can always say that it is a childish babbling, while it is not, the sentence structure is consistent and the meaning is obvious.
Such a cases were already recorded in history many times. I have read an article several years ago about such a recorded cases. One of them which remained in my memory, was about a boy in middle East, who disclosed a man who murdered him in his past life in the same community, together with an axe which he used for that and had it hidden in a secret place.
Well, then how many people have to observe something, so an individual is allowed to trust his senses? How many people must stand around a tree in a forest, so that when it falls, I can say it made a sound?

But even earlier... Esoteric literature says, that after death there is a gradual recapitulation of that person's life. This process means experiencing everything what you did, but with also the perspective of the other side. The literature describes the vivisectors as having a particularly bad time in that period of afterlife. (I don't know how about the war criminals)
It is a slower or faster process of deconstructing the astral body and the emotional burden in it. (so there is 3 more "deaths" after death etheric, emotional and mental. )
However, there are next, better stages of afterlife, before a new incarnation takes place. These stages are the origin of religional legends about paradise and Heaven, because in them the good deeds and thoughts are processed and evaluated.
It also means, that according to the esoteric theory, a suicide is completely senseless. After death there is unfortunately an increase in consciousness, not a merciful oblivion. Only alive there is a chance to solve the situation.
