I can't think of anything bad enough to happen to a man who rapes a 4 year old. Drawing and quartering - and I know the details already, thanks - doesn't seem adequate.
Mercedes Lackey in one of her urban fantasy novels had an interesting idea. The man was magically put in a mental loop where he relived what he did to his victim, but this time, he was the victim. And he was the one being raped. He could get out of the mental loop by acknowledging that what he had done was very wrong.

One way to take care of this guy would be to put him on an IV of drugs which increase nerve conduction, such as the stuff in neurotoxic snake venoms that basically make people shake to death (but at a lower dosage of course). Then shove a 9 volt battery up his ass.

No matter what punishment will come to him it doesn't take away what that poor 4-year old had to endure. That is the hardest part for me to grasp ~ they could burn, torture, behead, dip in acid or lock him up forever... the victim is still left to deal with it. So effed up.

I hope for the kids sake they have a poor recollection of those events. At 4 someone wouldn't understand what was really going, but for the rest of their life knowing what was done to them will be a huge weight they have to drag around.

Another thing, I haven't heard about this via mainstream media, granted I don't actually watch tv, but it's a sad affair when this is common enough to go unnoticed except by a small local paper. I would think the reserve police officer part would have garnered more attention, but then again I guess priests overshadow that. Most of them don't even make the news anymore. Well, I can do much worse. The thing is that I want this to last pretty much for years. Actual tissue destruction is something that I don't want to get into with this guy as that is the sort of thing that can be done once.
We could give him an IV of viagra and put him in solitary with a pig. But the sicko would probably like that one.
Burn him to death with a low power soldering iron, from the feet up? If done right, it could take weeks before we get to the abdomen and anything that he just can't live without. Again, that will end at some point. Probably when we have his liver down to about 10% of it's original mass. Much too short a time frame for what he has done.
I suppose that we could go with a higher voltage than the original plan. However, we need to consider physical laws on this one as we don't want to let the amperage go much over 1.5 or so.

While he is still under the effects of general anesthesia have him placed in an appropriate post-op recovery room. Before he regains consciousness, from the ceiling suspend his amputated limbs directly above his bed so that when he awakens he will have the double shock of realizing that he is now a completely helpless quadruple amputee and that he can watch ( and smell ) the arms and legs that gave him the power to commit such pathetic crimes slowly putrefy within his full awareness....and now he hasn't even the power to leave the room, much less to leave his bed with a view.
He will then face a long and totally helpless future in a hospice that will ensure that his medical needs will always be met and he can endure a long, long, long life as little more than a living head.
OK, those are fun ideas. The only thing is that the acid bath would lead to him bleeding out quickly once a large enough blood vessel is involved. If not in the ankles then probably not much farther up.
A better version of the acid treatment would be to use hydrofluoric acid. It is not corrosive on skin. However, it does attack the body's calcium. You need to be careful with the dose though. Too much will cause the nervous system to depolarize, causing essentially instant death. In small doses over time, it will etch bones and teeth. Eventually, they become so brittle that they break under normal mechanical stress.
As far as cutting off his cock, you can also do better. Clamp it in a vise. Then hand him a knife and light the room on fire.

OK, that sounds like fun. I can do better.
After the amputation of each limb, connect rubber tubing with enough donated blood to prime the system and connect the other ends to the original blood vessels. Then place the limbs across the room from the sicko. Perhaps attach some wiring to the nerves so that the limbs will twitch every so often, just to remind him that they are still alive and connected to him for a blood supply.
He can be propped up in a sitting position so that he can watch the limbs helplessly for many years.
Since we have his blood stream open, we can also feed him that way. He will exist helplessly for decades and he will never again know the taste of food.
