Well, Snopes recently debunked a report placing Bush's IQ at 97 and Clinton's at 182.  I did a pretty thorough search for information on presidential IQs, and not surprisingly, there isn't much real information.  Not only are there different IQ tests, different opinions on the relative weight of IQs, and let's see... about 10,000% more bias about this subject than almost any other subject you can imagine, but let's face it.  It's just not good business for presidents to advertise their IQs.

Just as a matter of personal opinion, I don't think GWB is dumb.  I don't think I'd place him up there with Steven Hawking, but I think he is definitely smart enough to use his Dumb American Cowboy image to his advantage.  Let's be honest about this.  His family, more than probably any other family in America, will prosper if the Saudis ever do pull the plug on their American investments.  (If you folks haven't read American Dynasty, do yourself the favor.  It's drudgery, but it's information worth having.)  The fact is, he's an integral cog in the machine that is the Bush/Walker Dynasty.  Let's not pretend that he lucked into the presidency.  He was chosen by the Bush family as the successor.  (Granted, by all accounts, Jeb was the intended for many years, but... well... shit happens.)

In other words, the Bush family thinks he's smart enough to be president, and the Bush family has quietly become one of the most powerful families in the world.  This fact should not be overlooked.
